Milk glass creamer with a raised floral or tulip pattern.
Not quite sure the maker, either USA or UK, but I think it's Westmoreland USA.

It's a lovely two handled cup/ creamer that would sit well (or be used) in any pre MCM kitchen.

Condition: excellent vintage condition.
